Should more than one parent have legal responsibility for this child you have a duty to ensure that all parties are in agreement with this application. Walsall Council cannot intervene in disputes between parents. If parents are separated and share parental responsibility, both must be in agreement over the application made and we may need to request evidence of this agreement.

In the case of looked-after children and children living with carers, only the social worker or a legal guardian may make the application. If the child is in a private fostering arrangement, an application must be made directly by the private fostering service.
